An Arizona-based charter school operator is building a private school in Red Hook that will charge $23,500 in annual tuition — and the school won't offer any scholarships to local kids next year.

The 1,000-seat Basis Independent School, which will be located in a five-story building at 556 Columbia St., will feature 43 classrooms, a 389-seat black box theater, a gymnasium and a parking garage with 42 spaces and an elevator, according to the school’s architect and officials.

The school is just a few blocks from Brooklyn's largest NYCHA housing development, Red Hook Houses East and West, and median household income for the immediate area is $16,748, according to recent data.

Mark Reford, CEO of Basis Schools, told Community Board 6 last week that he decided to build the school in Red Hook because of its proximity to Park Slope, Carroll Gardens and Williamsburg, but that he also hoped the school could help Red Hook as well.

“We are fully committed to be an enrichment to the Red Hook neighborhood,” Redford said.

He said the school has no plans to offer scholarships when it opens in the fall of 2014 but he hopes to offer scholarships in the future.

CB6 approved a special zoning permit for the school's construction last week on the condition that scholarships are earmarked for Red Hook children and that the company never convert the space into a charter school.

Residents battling a controversial private school planned for Red Hook celebrated after a community board refused to back the proposal due to lack of neighborhood outreach and its “inappropriate” location.

Basis Independent Brooklyn, a 1,000-seat school that will charge $23,500 in annual tuition fees with no plans for scholarships for local kids in its first year, is slated to open next fall.

But residents who attended Community Board 6’s general meeting Wednesday said the school is wrong for Red Hook.

The board voted overwhelmingly to disapprove an application from the Board of Standards and Appeals for a special permit that would allow the school’s for-profit operator to build an 89,556-square-foot building at 556 Columbia St., a space that isn’t zoned for school use.

Their decision was made on the grounds that the site was an “inappropriate place for a school and because of failure to engage the community.”

Recent census data shows the median household income in the immediate area — which includes the NYCHA housing developments Red Hook Houses East and West — is $16,748. That's less than three-quarters of the annual tuition for the private school.

Basis Independent Brooklyn plans to move to Red Hook with a teaching staff that’s hired through a rigorous recruiting process and trained at an exclusive institute.

The controversial private school that charges $23,500 in annual tuition hopes to open for elementary and middle grades next September and has already started hiring teachers for their 60-member staff, which includes veteran Basis instructors.

”We’re new to Brooklyn but we’re not new to education,” said Basis CEO Mark Reford at a parents' information session hosted at Basis’ DUMBO office last week. “It’s absolutely all about the teachers.”

Teachers at the new Red Hook school will also have their own private offices, Reford said.

About one in 50 candidates are chosen to teach at Basis schools after going through nationwide hiring events and weekend demonstration classes observed by students, school officials and parents.
