This from N.Y. Daily News (http://www.nydailynews.com/ny_local/2011/02/27/2011-02-27_the_best_city_teacher_award_goes_to.html) by Michael Daly:

As half a billion people watch the P.S. 22 Chorus perform at tonight's Academy Awards, the teachers union should give thanks that the music instructor behind the phenomenon has seniority as well as genius.

Otherwise, Gregg Breinberg might be in danger of getting laid off due to the cuckoo "last in, first out" law.

Imagine the global reaction if these magnificent kids were in danger of losing their magical Mr. B because of a rule that decides which teachers go and which stay only on the basis of how long they have been employed.

All the lobbying in the world could not have saved the law.

LIFO would be DOA.

Of course, this does not mean that Breinberg's example should be cited as justification for the law. A teacher of this caliber should not be saved simply because official records indicate he has been on the job since Sept. 8, 1998.

Breinberg was just as brilliant back in 2002, when the PS 22 Chorus gave a post 9/11 performance, singing a medley of "America" and "God Bless the USA" for the newly elected Mayor Bloomberg.

As a relatively junior teacher, Breinberg demonstrated to the mayor nine years ago exactly what the veteran Breinberg will demonstrate to the world tonight: the value of a stellar teacher.
