President Obama called on Monday for an overhaul of education legislation enacted in the Bush administration, telling an audience of teachers and students that Congress should change the No Child Left Behind Act before the start of the next school year.

“I want every child in the country to head back to school in the fall knowing that their education is America’s priority,” Mr. Obama said.

He said that while the intent of No Child Left Behind was right, the law as it stood had not given educators the flexibility and money they needed to make it effective.

“What hasn’t worked,” Mr. Obama said, echoing the concerns of many parents and teachers, “is denying teachers, schools and states what they need to meet these goals.” He spoke Monday morning at Kenmore Middle School in Arlington, Va.

Mr. Obama’s critique is not new: he said as much during the 2008 presidential campaign and has talked about revamping No Child Left Behind for several years. But now he is backing up his call with new statistics, including one he cited Monday that he said showed that four out of five schools may be labeled as failures under the current law.
